Merchants in Diablo 2 covers information on a category of NPCs that a player may find as the story progresses. Players will be able to trade various items and equipment such as Armor, Weapons, Accessories, and many more with these Merchants. Equipment Level
The level of Equipment sold by Merchants is usually your character's level +5. However, in Normal Difficulty the Equipment level you can buy is capped:
During Act I: The Sightless Eye the Equipment level you can buy is capped to 12
During Act II: The Secret of the Vizjerei the Equipment level you can buy is capped to 20
During Act III: The Infernal Gate the equipment level you can buy is capped to 25
During Act IV: The Harrowing the equipment level you can buy is capped to 36
During Act V: Lord of Destruction the equipment level you can buy is capped to 45
Equipment Quality
Merchants sell Normal Quality Equipment up to gear level 25 (character level 20+). Therefore, during Act I and Act II, Merchants will only offer Normal Equipment, and during other Acts, Normal Equipment will be normally offered. Additionally, from the Nightmare Difficulty and gear level 25+, there is a chance for Merchants to offer Exceptional Quality Equipment. From Infernal Difficulty onwards, there is little chance of Merchants offering Elite Quality Equipment.
On the other hand, players can not buy Ethereal Items regardless of the Game Difficulty or Character Level.
